North West Unveils Landmark 2025–2030 Climate Change Strategy
The North West Department of Economic Development, Environment, Conservation and Tourism (DEDECT) has officially launched the North West Climate Change Strategy and Implementation Plan (NWCCSIP) 2025–2030.

Developed in collaboration with North-West University (NWU), international development partners, and technical bodies including the CSIR, the blueprint establishes the province’s first comprehensive operational response to mounting climate hazards. The statutory framework aligns provincial planning with South Africa’s Climate Change Act (Act 22 of 2024), the National Climate Change Adaptation Strategy, and international commitments under the Paris Agreement.

Provincial Climate Pressures and Emissions Profile

The North West Province faces severe physical hazards driven by climate variability. Projections under high-emissions scenarios indicate average annual temperature increases of 2°C to 3.5°C by 2050, alongside unpredictable rainfall, severe droughts, and intensified storm occurrences. According to the provincial Climate Risk and Vulnerability Assessment, seven of twelve assessed socio-economic sectors are classified under "high concern," including ecosystems, rural livelihoods, water supply, transport infrastructure, waste management, human health, and climate-induced disasters.

The province also accounts for approximately 5.8% of South Africa’s net greenhouse gas emissions, generating 29,579 Gg CO2e in 2020. The energy sector constitutes 75.8% of this total, driven primarily by electricity reliance in the mining and industrial centers, followed by industrial processes (8.8%), waste management (8.7%), and agriculture (6.8%). Bojanala Platinum District Municipality alone contributes roughly 48% of the province's overall emissions footprint.

Seven Core Strategic Goals

The NWCCSIP details 106 target actions and 26 objectives organized across seven strategic pillars to drive mitigation and adaptation:

Phased Delivery and Project Pipeline

The strategy establishes a three-phase operational timeline, starting with an immediate 2026–2027 foundational phase to solidify governance mechanisms, integrate climate items into departmental Medium-Term Development Plans, and secure funding pathways. Medium-term implementation from 2028 to 2030 will focus on scaling up field delivery, backed by a formal mid-term performance review in 2027 and a full strategy revision every five years.

Delivery will be anchored by flagship projects already underway or in development. These include the Green Climate Fund (GCF) Eco-DRR initiative, a proposed GCF Nature-based Groundwater Recharge project, ambient air monitoring networks, and a planned landfill waste-to-energy initiative in the Bojanala Platinum District. Progress, risk triggers, and departmental commitments will be monitored through intergovernmental technical forums reporting to the Premier-chaired Provincial Coordinating Committee.
