Matlosana Sets Out Five Steps for Getting Building Plans Approved
The notice is aimed at the public, developers, property owners and professional service providers. The city says following the prescribed process leads to faster, smoother approvals and helps it deliver a better service.
Before you submit
The first step is to appoint a registered professional to prepare and submit the building plan. The prescribed submission forms must be completed, and all documents and drawings must meet the National Building Regulations (NBR) and the relevant SANS 10400 standards.
Submitting and assessment
The complete set of plans, documents and proof of payment must be handed in at the Building Control Office. Every plan must be clearly labelled with the registered professional's details, the property details and the applicant's name. Incomplete submissions will not be accepted and will be returned.
The municipality then circulates the plans to the relevant departments for comment and approval. The notice states that the statutory review period is 30 working days under the NBR (Regulation 7(1), for buildings under 500 m²), and applicants will be told in writing whether the plans were approved or refused.

Collecting plans and building
Once all comments and conditions have been dealt with, the approved plans are signed and stamped and can be collected from the Building Control Office. Owners must then comply with all conditions of approval and book inspections as required.
What this means for you
The city reminds residents not to start building before receiving approved plans, and that all building work must comply with the National Building Regulations and Building Standards. For help or questions, contact the Building Control Section:
