Guide to Applying for IEC Special Votes for the 2026 Local Government Elections

A special vote allows registered citizens who are unable to cast their ballots on the primary Election Day, Wednesday, 4 November 2026, to participate in the democratic process ahead of time. By law, special votes can only be cast on the dates determined by the Electoral Commission of South Africa (IEC), which are scheduled for 2 and 3 November 2026. No exceptions can be made once these deadlines pass.

Eligibility Criteria

To qualify for a special vote, an applicant must be a registered voter and possess a valid South African identity document (green barcoded ID book, smart ID card, or temporary identity certificate).

Who Qualifies?

Citizens qualify for a special vote if they meet either of the following criteria:

• Physical Constraints: They cannot travel to a voting station due to being physically infirm, living with a disability, or being pregnant.

• Election Day Absence: They are able to travel to a voting station but cannot vote on 4 November 2026 due to qualifying circumstances.

Verification of Registration Status

Before applying, voters should confirm their registration details and designated voting district. Registration status can be verified through the following channels:

• Online: Check registration details on the official IEC Website.

• SMS: Send a South African ID number to 32810.

• Contact Centre: Call the IEC call centre toll-free at 0800 11 8000.

Types of Special Votes

The Electoral Commission provides two distinct mechanisms for casting a special vote:

1. Home Visit

This option is designed for voters who are physically unable to travel to a voting station.

• Target Group: Individuals who are bedridden, dependent on oxygen, using a wheelchair without reasonable transport options, physically infirm, or residing in the sickbay/frail care section of a care facility.

• Requirements: Applicants must be available at their registered residential address across both allocated days (2 and 3 November 2026), as the exact timing of the IEC officials' visit cannot be scheduled in advance. Voting officials will visit the specified address to administer the vote safely.

2. Voting Station Visit

This option applies to eligible voters who can travel to their voting station but will be unable to attend on official Election Day.

• Target Group: Individuals with work commitments on Election Day, emergency services or SAPS personnel on duty, healthcare workers, election volunteers or party agents, individuals with planned medical procedures, or those away on travel.

• Requirements: Approved applicants may visit their designated voting station early to cast their vote on either 2 or 3 November 2026.

Note for Care Home Residents: Elderly residents capable of traveling are encouraged to apply for a Voting Station Visit, whereas those physically unable to travel may apply for a Home Visit. Advanced age alone does not automatically dictate the category; submission must match individual mobility circumstances.

How to Apply

Applications are processed primarily online, though alternative methods exist depending on the type of vote required.

Application Details Required

• The voter's 13-digit South African ID number.

• A active cellphone number (to receive outcome updates via SMS).

• The voter's registered residential address (required for Home Visit routing).

Submission Methods

Note: In-person form submissions must be hand-delivered to local municipal IEC offices (not provincial or national offices). Forms cannot be submitted via email or fax, but a representative or family member may hand-deliver the application on the voter's behalf.

Once processed, applicants will receive an SMS confirmation stating the outcome of their application. Statuses can also be tracked online at any time.

Step-by-Step Voting Process

To safeguard the democratic integrity and secret ballot principle, special votes undergo a standardized legal procedure:

1. Identification & Marking: The voter presents their valid ID, and their thumbnail is marked with indelible ink.

2. Ballot Issuance: The voter receives the relevant ballot paper(s).

3. Secret Ballot: The voter marks the ballot paper(s) in secret, folds them, and seals them inside an unmarked double-envelope system.

4. Double Envelope Security: The unmarked envelope is placed inside a second, outer envelope marked with the voter’s name, ID number, and Voting District (VD) number. (The outer envelope ensures administrative verification and is discarded prior to counting to preserve anonymity).

5. Secure Storage: IEC officials place the double-sealed envelope into a secured special vote ballot box.

6. Voter Roll Audit: The voter's name is marked off the central Voters' Roll with the designation "SV" to ensure votes cannot be duplicated on Election Day.

Participating in elections ensures that every qualified citizen can exercise their constitutional right to vote, regardless of physical mobility or scheduling constraints.
